| Description | IST: WebPrint of encrypted PDF is rejected. SOLL: When "print-in.allow-encrypted-pdf" = Y, allow WebPrint of encrypted PDF when PDF permission allows (degraded) printing. In that case, remove the encryption (with `qpdf --decrypt input.pdf output.pdf`) and mark the uploaded document as DRM restricted.
